About the Journal

Focus and Scope

The Journal of Universal Science Research (JUSR, ISSN 2181-4570) is an international, peer-reviewed, open access journal that publishes original research articles, review papers and short communications in the applied sciences and engineering. The journal was founded to give researchers from Central Asia and the wider region a rigorously edited, fully open venue for work that connects fundamental science with industrial and infrastructural practice.

The journal is deliberately multidisciplinary. Manuscripts are welcome in, but not limited to, the following areas:

  • Materials chemistry — synthesis and characterisation of functional materials, binders and composites, corrosion protection, surface treatment, analytical methods.
  • Hydraulics and water resources — hydraulic structures, open-channel and pipe flow, irrigation and drainage systems, water quality and treatment technologies.
  • Construction and structural engineering — building materials, structural analysis, geotechnics, seismic design, construction management.
  • Energy engineering — thermal and renewable energy systems, energy efficiency in buildings and industry, power distribution, energy storage.
  • Applied informatics — numerical modelling and simulation, data analysis and machine learning for engineering problems, industrial automation and control, digital infrastructure.

Interdisciplinary submissions that bridge two or more of these areas are particularly encouraged, as are papers that report negative or replication results, provided the methodology is sound.

Aims

JUSR aims to:

  • publish methodologically sound applied research without regard to the perceived novelty or fashionability of the topic;
  • shorten the distance between laboratory results and engineering practice by welcoming case studies, pilot-scale work and field measurements;
  • support authors who write in Russian, English or Uzbek by providing editorial guidance and multilingual metadata;
  • make every article permanently and freely available to readers, institutions and practitioners at no cost.

Publication Frequency

The journal publishes two regular issues per year, in spring and in autumn. Accepted articles are assigned to the next available issue; the editorial board may also publish thematic special issues arising from conferences and research programmes.

Peer Review Process

All submissions are first screened by the editorial office for scope, completeness, language and research integrity, including a similarity check. Manuscripts that pass this screening are sent to a section editor and then to at least two independent external reviewers.

JUSR operates a double-blind peer review model: the identities of the authors are not disclosed to the reviewers, and the identities of the reviewers are not disclosed to the authors. Reviewers are asked to return a structured report within three weeks, assessing originality, methodology, presentation of results, and the adequacy of the references. The handling editor recommends acceptance, minor revision, major revision or rejection, and the final decision rests with the Editor-in-Chief.

The median time from submission to first decision is approximately six weeks. Reviewers who completed assignments in the previous calendar year are acknowledged on the Editorial Team page.

Open Access Policy

JUSR is a fully open access journal. All articles are available immediately upon publication, without embargo, subscription or registration. Articles are published under the Creative Commons Attribution 4.0 International (CC BY 4.0) licence, which permits unrestricted use, distribution and reproduction in any medium, provided the original work is properly cited. Authors retain the copyright in their work.

Article Identifiers and Archiving

Every article published in JUSR receives a Digital Object Identifier (DOI) registered with Crossref, together with structured metadata including author ORCID identifiers, funding information and reference lists. Content is preserved through the PKP Preservation Network and mirrored in the publisher's institutional repository.

Indexing and Discovery

Journal metadata and full texts are made available for harvesting through OAI-PMH. JUSR content is discoverable through:

  • OpenAIRE
  • Directory of Open Access Journals (DOAJ)
  • national and institutional aggregators of the region

Publication Ethics

The journal follows the principles of the Committee on Publication Ethics (COPE). Plagiarism, data fabrication, image manipulation, undisclosed conflicts of interest, duplicate submission and inappropriate authorship are grounds for rejection or, after publication, for retraction. Corrections, expressions of concern and retractions are published in the earliest possible issue and are linked to the original article.

Publication Charges

JUSR does not levy article processing charges, submission fees or charges for colour figures. The journal is supported by its publishing institution.
